Each month you receive a bill from your local utility for the electricity you use. Most of the time, you skip the details and focus only on the total amount due. But by focusing on just the topline number, you miss some important details, like how efficient your home is, how seasonal weather variations affect the amount of energy you use, and how much of your bill is paying for system-wide infrastructure versus the actual energy you use. 

Before we get into the details, it’s important to know that utilities bill their customers in different and unique ways: some utilities break down charges into small riders and adders, while others simply charge for the total energy used and assess a fixed cost pegged to the length of the billing period. 

All utilities treat classes of customers differently – residential customers pay a different rate than small business commercial customers, and commercial users are treated differently than factories, hospitals, water treatment facilities, and other high-energy users.

So, for the sake of keeping things simple, this explainer focuses on Alliant Energy residential customer bills.

Two Buckets

To see where your money is going, it’s helpful to break your bill into two distinct buckets- fixed costs and variable usage charges. The fixed costs relate to the length of the billing period, and are assessed evenly depending on how long the billing period is. If you go on vacation and don’t use any electricity while you’re gone, you still pay a flat fee for being a utility customer. That “basic service charge” covers the baseline cost of maintaining the physical electrical grid, the poles, wires, meters, and infrastructure it takes to bring you power.

The second bucket depends entirely on how much electricity moves across your meter. Electricity sold is measured in kilowatt-hours (kWh), and represents the consumption of 1,000 watts of electricity. So say an LED bulb uses 10 watts per hour when lit. Keeping that bulb lit for 100 hours consumes a total of 1,000 watts, or the 1 kWh, which is currently valued at about $.19 for an Alliant residential customer. Knowing this baseline makes it a bit easier to visualize how running heavy appliances impacts your monthly total. A water heater running at 4,500 watts/hour, or a central AC at 3,000 watts/hour consumes a heck of a lot more energy than an LED light bulb!

Seasonal Price Changes

The price you pay for each kilowatt-hour you use varies with the season, though not all utilities change energy costs on a seasonal basis. Alliant Energy applies a summer or winter energy adjustment to your bill. From June 1 to August 31, electric rates rise significantly to offset the incredible strain placed on the regional power grid when loads are at their highest. Supplying reliable, guaranteed power, even when every customers’ air conditioning is running at full tilt, requires significant, large-scale investment. 

Riders and Charges

Beyond the cost of electricity, your Alliant Energy bill includes items that fund regional grid operations and utility-scale energy efficiency programs. The “regional transmission service charge” covers the cost of moving electricity across third party high-voltage lines from power plants to your local substation. In 2007 Alliant sold off its transmission assets to ITC Midwest, and by regulation, transmission costs are passed through, without markup, to ITC from the customer. 

Much smaller than transmission charges, the “energy efficiency programs charge” and the “demand response programs charge” fund state-mandated programs for energy efficiency that help ratepayers invest in energy-saving efficiency upgrades. Beyond understanding all the riders and charges, the most useful tool on the bill is the energy usage history section. This bar chart compares your current usage against the preceding 13 months (the thirteenth month being this month last year) against the average temperature and “degree days” of this month versus the same month last year. The “degree days” is a measurement of the severity of the weather this month relative to historic average. By being able to compare your usage to the same month last year, while also comparing it to relative weather conditions, you can gauge whether a spike in usage above your baseline usage might warrant a closer look.
